What does proof condition mean in relation to gold coins?

I see a gold coin on Ebay for twice what mine sold for
It was graded as proof .69 and sealed by the grading
company. What does proof mean?

If I have a 1-oz Gold Eagle coin, and it isn’t in very good condition, is it still worth the price of gold?
